Cephalonia was declared an earthquake-stricken island, Infrastructure Minister Michalis Chryssohoidis announced on Tuesday from the island’s Operations Centre.Chryssohoidis said that the island will be placed under special support programmes, applicable in such cases, while in the coming days he will sign a common ministerial decision with Finance Minister Yannis Stournaras to help those affected.The state will pay the rent of those whose homes were deemed presently uninhabitable, it will finance the restoration of buildings, and it will create a settlement on the island for those who do not wish to rent another house.Chryssohoidis said that a scientific team, including 100 engineers along with seismologists and engineers from the Technical Chamber of Greece, have already come to the island to inspect all public buildings. According to first estimates, around 600 buildings are deemed demolished, 1,100 heavy damaged and 1,400 with minor damage throughout the region of Palliki while there are several problems in public infrastructure such as roads, ports and public buildings that need restoration.The minister stressed the need for the proper operation of the airport, which has suffered very little damage, as the island depends on tourism.Minister of Tourism Olga Kefalogianni, speaking during a ministerial meeting on Cephalonia on Tuesday, stressed the support by the government to the residents of the earthquake-struck island and emphasized the important role that tourism plays in the development of the local economy.The assessment of the situation in Cephalonia and actions for the immediate future were at the heart of the discussion during the meeting held at the city hall of Argostoli.Kefalogianni also announced a series of concrete actions to protect Cephalonia's reputation as a popular tourist destination.The actions she presented related to communication strategies to support the tourist image of the island, including using the internet to promote it as a safe destination in all major international exhibitions abroad such as Milan, Berlin and Moscow; promotional events on the island; and promotion through offices of the Greek National Tourism Organization (EOT) abroad with foreign journalists and travel agents, and by showing the true situation on the island.Schools on Cephalonia will remain closed until Friday, Education Minister Constantinos Arvanitopoulos told ANA-MPA on Tuesday.“Schools will remain closed until Friday to conclude inspection, re-evaluate the situation and decide further action. We have also asked the School Buildings Organization to provide us with prefabricated school halls, 10 of which will be delivered today while the remaining 30 by the end of the coming week,” Arvanitopoulos said.“Our main concern is student’s safety but we also focused on restarting the educational procedure. For psychological reasons, students should go back to schools but in a safe way,” he said.Three school buildings were found to have suffered damage, according to the first inspection, Arvanitopoulos said. “After the second inspection, that has already started and will be concluded tomorrow morning, we will consider and evaluate the situation.”The minister also referred to the island’s infrastructure, saying that “the airport is fully operational. The Argostoli-Lixouri road has been restored, but the main issue is the Lixouri port, which has been significantly damaged.”
At an emergency meeting held on the island on 4 February and attended by Ministers, local authority representatives and tourism professionals, Mrs. Kefalogianni emphasized the important role tourism plays in the development of the local economy.According to the tourism minister, the actions will include the development of a specific communication policy to support the island’s image; the online promotion of the island; and the promotion of Kefalonia as a safe destination.“Kefalonia is a global and popular tourism destination and its economy depends directly on tourism,” she said after visiting Lixouri and the Palliki area where she observed the damage made to port facilities.Mrs. Kefalogianni assured that the ministry will do everything possible to protect the island’s tourism reputation.

Fifty-five percent of the 250 buildings checked for damage in the town of Lixouri following two strong earthquakes on the island of Cephalonia need repair work, according to Stratos Simopoulos, secretary general at the Ministry of Public Works.The island was expected to be declared “earthquake-hit” in the coming days, a prerequisite for further financial support and repairs, which includes state funding to cover rent for families who were forced to leaver their homes."Efforts are being made to solve problems before the tourist season begins,” said Simopoulos.Meanwhile, SYRIZA leader Alexis Tsipras was expected to visit the quake-stricken island on Wednesday.
Prime Minister Antonis Samaras will chair a government meeting on Wednesday attended by all ministers involved in disaster-relief efforts on earthquake-stricken Cephalonia. The meeting, scheduled to be held at 18:00, will assess all action taken so far on the island and the further coordination of relief efforts.One more Greek Navy ship arrived on the island on Tuesday carrying heavy machinery to restore infrastructure and equipment to set up temporary shelters for earthquake victims.

The Hellenic Red Cross has deployed two teams of Samaritans to assist with the relief and rescue work on the island. The first team was sent after the first earthquake on board the ship ‘Super Fast’ which brought doctors, medical equipment and beds to those affected.A larger ship with 1,700 beds was sent to the island the following day provide immediate shelter for people with damaged or destroyed homes. Red Cross staff and volunteers hve been helping with registration, health provision and bringing food and blankets to the people living and working on the ships.The Hellenic Red Cross works in close cooperation with the authorities that are coordinating the overall assistance to the island.The Samaritans is the first-aid and rescue division of the Hellenic Red Cross comprising 14 permanent staff members and 4,650 active volunteers. Samaritans can be mobilized in case of a big emergency, and are present in 27 branches with trained volunteers and relief stock ready to be deployed. The Hellenic Red Cross Samaritans play a role in emergencies by national law.

The inhabitants of the island of Cephalonia will be exempted from the special real estate tax in 2014 and they will receive rent subsidies of up to 500 euros, depending on family status, and subsidies of up to 6,000 euros for destroyed household appliances, government spokesman Simos Kedikoglou announced on Wednesday evening.Following an interministerial meeting chaired by Prime Minister Antonis Samaras to coordinate action on the island, Kedikoglou also said that 80 percent of building repairs costs will be subsidised and the remaining 20 percent will be covered by an interest-free loan.He added that Infrastructures Minister Mihalis Chryssohoidis is the general coordinator of government actions to restore normalcy to the earthquake-stricken in Kefalonia.Chryssohoidis, exiting Maximos Mansion, attacked seismologists for spreading fear to Cephalonia residents by their comments, called them "earthquake prophets post-earthquake" and asked them to stop.
Main opposition Radical Left Coalition (SYRIZA) leader Alexis Tsipras on Wednesday visited the earthquake-stricken Ionian Seaisland of Cephalonia and was briefed on the situation by local authorities in Argostoli, noting afterward that “the wounds caused by the tremors must be healed.”Tsipras was briefed by Deputy Regional Governor Sotiris Kouris, who announced that a cruise ship will arrive in Cephalonia on Thursday to accommodate 900 people whose houses were damaged by the earthquakes. The motive for the call was unclear.
