Changes to proof of ownership and boat registrations in Greece

A change to the way Greek authorities administer all boats sailing in their waters has been announced, the Cruising Association reports.

Currently all boats need a DEKPA form which lists all owners’ details as well as boat registration, hull numbers and similar. This needs to be taken each year to an office of the Port Police or a local notary who stamps it. It is then kept on board for showing port police or other local authorities wherever requested.

The Greek Ministry of Shipping has now made a change to the DEKPA form which means it now necessary for all those holding an existing form to buy a new one.

The new form only needs to be bought the next time you need an existing form stamped – every 365 days so everyone should possess a new DEKPA form by this time next year.

Why is that we learn of new rules for Greek or visiting sailors from a UK magazine's website and not here in Greece?

According to the Greek Marinas Association (GMA) and Greek vessel manufacturers, the new proposal is indirectly encouraging vessels to moor for winter at other European ports so as to avoid paying the levy in Greece and then to visit and get a 20 percent discount (as foreseen by the draft bill). They added that it will hinder any potential growth of the industry.

The GMA says the charge is “unacceptable” and will discourage vessels from sailing to Greece while turning away those which still choose Greece for permanent mooring.

Indicatively, the charges range from 16 euros per month for 7-8 meter vessels and reach 33 euros a month for those measuring 10-12 meter with a 20 percent discount extended to recreational vessels and professional tourist boats. The bill also foresees a 20 percent discount for vessels exceeding 12 meters which have moored at EU member state ports within the year.

There are still some port offices who have not heard of the new regulations yet, or have run out of forms, or who think that it’s only for over nine-meter yachts (seven meters is the requirement).

I tried to get the DEKRA from Poros port office and they just shrugged their shoulders. I have given up for the time being.

Aye, when you and I arrived on Kef the internet was in its infancy and information was pinned to telephone poles. Reliable information was as common as gold teeth in a goat. Communication is now so much easier but no more effective.

The penalties for not having a DEKRA certificate (cruising log) have been reduced according to the RYA. For not having one, the fine is now €1000 and for not renewing it is now €500. Penalties previously ranged from €5,000 to €25,000!!!
After visits to the Port Authority and Tax Office, I am now legal.

The new tax TE.P.AH has still not been implemented.

The DEKPA was never a popular imposition with either the Greek authorities nor the visiting yachtsmen, putting regulations in place with requirements that were sometimes difficult to meet. For example, getting documents stamped on due dates when present in the country, and being subject to hefty fines.

After jumping through a few hoops to get this document last year and trying to renew it recently, it is no longer required.
