What I can see from a google search, population of Attica is a tad short of 4,000,000. Population of Greece is a tad short of 11,000,000. (As an administrative unit, Attica includes the islands of Salamis, Aegina, Angistri, Poros, Hydra, Spetses, Kythira, and Antikythera) [Wikipedia] (https://en.wikipedia.org/wiki/Attica_(region)).
