This is available through the Gov.uk website to check the MOT history of a UK registered vehicle.

https://www.check-mot.service.gov.uk/

Just enter the reg number and vehicle make and see the details of every MOT that the car has had. It even shows the advisory notices and for MOTs after August 1st 2011 the mileage is shown.

Yes, I've been looking at all the neighbours cars and some would appear to look OK but according to this site have  failed an MOT in the past for all many of things.
Looks like a site that would be useful to a car buyer.
