Title: ENFIA replaces property tax
Post by: Jolly Roger on Tuesday, 05 August, 2014 @ 14:55:57
Quote
The first of ENFIA’s  five payable instalments is due by the end of August and needs to be settled even though no printed notification for money owed will be sent to the taxpayers. Instead, property owners have the onus of logging into TAXISnet with their special code on www.gsis.gr and printing the result statement of total tax owed and the instalment dates in which it needs to be paid either at commercial banks or the Post Office.

ENFIA is replacing the previous Property Tax (FAP) and the tax imposed via electricity bills and, being its first year of implementation, there is already some confusion in the way submissions were completed.

Just been to the accountant and received our Property Tax Statement which in our case has gone up by €160 this year but will remain the same for 3 years. Payments are due August-December so five monthly payments instead of the bi-monthly payments that were on the Electricity Bills. Payments to be made at a Bank or Post Office apparently...that's my good news of the day!!

You can also access the printable forms online at www.taxisnet.gr (after you have logged in, go to Εφαρμογές and choose the Περουσιολόγιο (E9) option - the relevant PDFs are on the left of the resultant page), and you can pay online using e-Banking - at least you can with Eurobank, as I did this morning.  Important to make sure you pay before the deadline (whether in full or in five monthly instalments), as I heard that you have to pay double if you don't...!

According to this article the deadline has been extended...

Quote
The deadline for paying the first installment of the new single property tax, known as ENFIA, has been extended by one month, deputy Prime Minister Evangelos Venizelos said Thursday.

The original deadline was August 29.

The decision follows strong criticism from taxpayers and opposition papers after numerous reports of omissions and faulty data. Venizelos said officials needed more time to fix the problems.

Greece's Finance Ministry was expected to issue an official statement later on Thursday.

All sounds as confusing as usual!      Roger, the article says you have to enter 'your special code' - how do you find out what the 'special code' is?  I pay a friend's on his behalf and it was ideal to just pay it along with the electricity - simple!  Now I'm assuming I'll have to go to his accountant to have it printed off  (for which I feel sure he will charge a fee!)  If I could do it myself it would make life so much easier.  Any info would be much appreciated.   :help:

("tax notifications were evidently based on a plethora of omissions and faulty data").

Not sure of the pronunciation but the acronym stands for:

Extremely Nasty Financial Impositions Accumulated

or possibly

English Nationals Fear Impounded Assets

.... unless of course you have any better suggestions!  ;)

Property owners in Greece will not receive any income tax rebates due until the resolution of the new single property ownership tax (ENFIA) issue, which caused an uproar last week due to erroneous data having been used in the calculations.

The Finance Ministry has rolled back the first ENFIA installment payment date to the end of September, aspiring to correct most of the errors by then. This means that property-owning taxpayers will not get any income tax rebates before then, the official response being that any rebates will eventually be cleared against any other taxes owed.

Well, guess it's great news for people living here that Kefalonia will be exempt from living 'enfia' of the new tax (for one year, anyway) but, at risk of repeating myself over and over and over a-f***ing-gen, Kefalonia wasn't stricken by an earthquake and thousands of people weren't left homeless. However, thousands of visitors have had a great holiday on Kef this summer with no ill effect from the quake, which was pretty much limited to the greater Lixouri area. Head, wall, introduce yerselfs.

The government will commit itself to a gradual reduction in the future payments expected of taxpayers for the country’s new property tax, ENFIA, as long as Greece’s tax base widens, Finance Minister Gikas Hardouvelis noted on Wednesday.

At the same time, the minister made clear that the matter of ENFIA discounts on properties not connected to the country’s power grid – one of many issues that have surrounded the new tax this summer – would be examined at a latter date.

Also, earthquake victims in Cephalonia will be exempted for a year.

The Greek Finance Ministry aims to have the new pay notices of the single troperty tax (ENFIA) ready a week from now, so that the corrected forms can be uploaded on the ministry’s portal (www.gsis.gr) by September 15.

An amendment correcting the determination method for the tax payable by each property owner will be voted by Parliament during the coming week, possibly on Wednesday.

It will also provide for an increase in the number of installments from five to six, with the last one payable by February 27, 2015 at the latest.

The government must also determine the procedure for the extension of a tax discount to the hundreds of thousands of property owners who are entitled to it.

After its pre-election pledge to raise the minimum salary to 751 euros per month, two more of the government’s promises have now been postponed for 2016: the abolition of the Single Property Tax (ENFIA), which will continue this year as it was in 2014, and the increase in the income tax-free threshold to 12,000 euros per year, which won’t happen until next year.

Prime Minister Alexis Tsipras said in a televised interview late on Monday that “abolishing ENFIA and raising the tax-free threshold depend on the course of the economy and the capacity we will have to meet our targets. Otherwise they will be put off till 2016.”

Given the poor performance of the fiscal figures, it is virtually impossible for ENFIA and the Supplementary Property Tax to be replaced by the Large Property Tax (FMAP) that governing SYRIZA had promised before the January election.

It also remains unknown whether ENFIA will be calculated according to the old objective values (property rates used for tax purposes) or the new ones that are currently being drafted by a Finance Ministry committee.

The Finance Ministry is promising a reduction on the Single Property Tax (ENFIA) by 30 percent by cutting the property rates used for tax purposes, known as “objective values.”

Officials close to Alternate Minister Nadia Valavani said that in such a case revenues from property taxes will drop from the 2.65 billon provided for in the budget to 1.855 billion euros, creating a shortfall of 795 million euros, which will then have to be covered by other means of revenues.

No change to ENFIA for this and next year after all

Greece’s proposal to its creditors includes the maintenance of state revenues from property taxation at 2.65 billion euros per year both for 2015 and 2016 – i.e. the same target that was introduced and collected by the previous government in 2014.

This is one of the few measures that the government and the country’s creditors have apparently agreed on, pointing to the Single Property Tax (ENFIA) staying on for at least two years. This means that any reductions to property taxation as cited by government officials will be postponed until 2017 at the earliest.

The government will not only continue to impose the Single Property Tax (ENFIA) on owners but it will also use existing objective values – property rates used for tax purposes that are typically above market prices – to determine the level of the tax payable by owners.

Sources say that the ministry is trying to shift some of the burden from the main to the supplementary tax, which is payable only by owners whose properties have an objective value of at least 300,000 euros.

Minister announces changes to property tax, more inspections

Greece's Alternate Finance Minister Tryfon Alexiadis on Wednesday announced plans to revise a special property tax with the aim of lightening the burden for low incomes and small property holders, without changing a 2.65 billion euros revenue target. He also announced a package of measures to intensify controls in the market and in tourist regions of the country.

Alexiadis said that the ministry was examining measures exploiting credit cards for direct VAT payments and announced that a plan for an online connection of cash machines with the ministry’s IT authority would begin from tourist islands. He dismissed the possibility of further extending a deadline for income tax statements.

He also announced a package of measures aimed at intensifying tax controls in the market and particularly in tourist regions. He added that inspections carried out over the weekend on a total of 1,600 enterprises found that tax evasion rates were around 23 pct.

Property owners will pay the same amount of Single Property Tax (ENFIA) in 2015 as they did last year after all.

However, it will be paid in five and not six monthly installments, as was the case in 2014, with the first due at the end of October.

The notices for the 6.1 million owners will be uploaded on the Internet in 10 days’ time.

Although the government had promised an adjustment of the extremely high property values used for tax purposes (the so-called ‘objective values’), as the Council of State had dictated, taxpayers will eventually pay exactly the same amount, to boost state coffers by 2.65 billion euros.

The final tranche is due by the end of February.

Each person who has a stake in the property will get a bill, in my case even though we had passed ownership on to our children (3 ) we both got a bill as well, because we retained the right to use the house. So we got 5 bills, but I was told the total would be the same no matter how many people were involved.

Depending on which bank you do your online banking with, it should come up with Bill payments and then Taxes and then it will show ENFIA.  You need the 30 digit payment code off the ENFIA statement and then just put in the payment you want to make.  Hope that makes sense.

Friday ends the deadline for payment of the first installment of ENFIA, and therefore banks expect increased traffic to their branches today and tomorrow.
The tax may be paid off by cash, card or charged to an account without having the ... passage from the counter.

Payment ways

Banks have the following alternative transaction provider networks, free of cost, in the case of payments to the State:

1) E- Banking

By debiting their deposit account or credit card, taxpayers can pay their tax through electronic banking services.

All you need is an internet connection and of course activated the service of e-banking.

Moreover, in most banks can use the credit card for payment in installments.

2) Phone Banking

But even those who do not have e-banking can not pay their taxes by phone and the telephone banking service (phone banking) which is available from all institutions.

By phone can give a payment order fee or a deposit account, paying only the data of the associated debit card or by debiting a credit card.

3) Portal payment

Currently there are three payment portal (National simplepay, Piraeus: easypay, Eurobank: livepay).

These customers of the three banks can pay their taxes with debit (direct or debit card) or credit card.

In public payments can only be used the bank issued cards that operate the portal.

4) Payment and ATMs

Banks are open payments of the main confirmed debt of the State and at ATMs.

In this context, rather than one to pay the ENFIA within the branch is able to use the same payment ATM.

The installments

In addition to using debit cards and direct debit bank account, those are limits available their credit card can use it for payment of ENFIA.

In addition to the single payment of each installment or all of the tax, there is also the possibility of interest-free installments.

In particular, the interest-free installment service provides two options:

1) To pay the total tax to 9 or 12 installments depending on the bank

2) To pay each of five monthly installments in 9 or 12 interest-free installments

The number of free installment is:

12 publications cardholders of Piraeus Bank and National Bank
9 for holders of cards issued by Alpha Bank and Eurobank

ENFIA: The new map for joint property tax values

Financial Minister Euclid Tsakalotos and Alt. Finance Minister Tryfonas Alexiadis are faced with making decisions on the new objective property values around the country. Sources state that the findings submitted forecast horizontal reductions from 10-20% for middle-class areas, and smaller reductions as well as increases in working class districts. Prime real estate in top notch areas such as Mykonos or upmarket Ekali remain the same.

It remains to be seen if the government will accept the committee’s proposals, at least for working class districts where increases to objective values were found.

ENFIA tax for 2016 in 5 installments - First one due in September
The Finance Ministry issued a statement on Monday dismissing rumors regarding tax hikes and exemptions

Quote
The Ministry of Finance has announced the ENFIA real estate tax for 2016 will be payable in five installments, rather than four, with the first one due in September.

According to the Finance Ministry the government expects to collect the same amount via the ENFIA tax, therefore all rumors regarding hikes are false. The Ministry however noted that there is redistribution of the burden, with larger property expected to pay more, while smaller property owners will pay less. All exemptions from the real estate tax from last year will also apply this year.

Finally, the Ministry also announced that agricultural land will not be counted towards the supplementary ENFIA tax. The explanation given is that there tax payers made many mistakes in the relevant application forms and have been called to rectify them.

Having read the previous post is there anyone who could explain this bit of it.

On the issue of ownership versus the right to use the property (as in cases where parents cede property to children but maintain the right to use it as long as they live), the tax will depend on the age of person using the property.

Plan to replace ENFIA with unified VAT property tax in the pipelines
Calculation of new VAT property tax based on total value of property
Quote
According to a report by newspaper ‘Imerisia’, the Greek government plans to replace the common property tax (ENFIA) with a hiked VAT property tax. The newspaper reveals that the Finance Ministry is considering scrapping the current ENFIA property tax and introducing a unified propriety tax imposed on all properties both registered and unregistered. Other provisions will include the abolition of property tax per square metre, which is currently in force, with the introduction of a system that calculates the aggregate property value of every taxpayer. This estimation of the new property tax will be calculated on the basis of a progressive rate without the provision of any tax free threshold. The scale rate will include multiple coefficients and property value rates, with the first coefficient to be placed for property valued at 30,000 or 50,000 Euros. The coefficients will follow a graduated rate and increase depending on the value of the total property. According to ‘Imerisia’, the Finance Ministry task force responsible for the new tax has not decided as to what property prices will constitute the basis for calculating the new tax in 2017, as the readjustment of the objective property values to the real market values has been put off till the second half of 2017.

More charges for owners renting or selling their properties

Property owners are bracing for another poll tax, on top of ENFIA, as the government is introducing additional costs and red tape for those planning to rent out or sell their assets.

Owners will have to spend an average of 1,000 euros on new documents needed for those transactions, such as the electronic identity of each building, a certificate of town planning compliance and a certificate of payment of the local authority property levy (TAP), according to a bill being drafted by the government.

This comes on top of the energy certificate and the obligation to produce a certificate for ENFIA payment.

Various changes under consideration as regards property taxation next year

A cloud of confusion continues to hover over what changes the public can expect next in property taxation. Government sources are now saying the capital gains tax will not be reintroduced in 2017 after all, while the plan to start calculating the Single Property Tax (ENFIA) based on value rather than size will also be shelved for now.

The ENFIA changes planned will likely concern a “mild form” (to avoid an excessive burden on farmers) of the supplementary tax to be imposed on cultivated land.

Changes may also include the full exemption from ENFIA of those with an annual income of 9,000 euros or less and property valued at less than 85,000 euros for non-married owners and 150,000 euros for married owners.

Property tax to remain for 2017-18; 'fairer' tax eyed after 2019

The Greek government is, by all accounts, aiming to retain a property tax (ENFIA) for this year and 2018, which despite its unpopularity, has proven to be a dependable revenue source for the state budget.

Any changes will come after 2018, when the leftist government will reportedly unveil what it calls a "fairer" property tax, one that will ostensibly reduce the overall revenue total from the specific measure by 35 to 40 percent.

No change to ‘objective values’ before 2018

The property rates used for tax purposes (known as “objective values”) will not be adjusted before next year after all, and neither will the Single Property Tax (ENFIA).

The new rates will form the basis for the 2018 ENFIA, but the fiscal result will be exactly the same for state coffers, with 2.65 billion euros of revenues being foreseen. New objective values will bring changes to the rates used for the calculation of the tax, and it is highly likely that several exemptions from ENFIA will be abolished as of next year.

Any expectations that owners may have clung onto that ENFIA might be abolished altogether – as government officials pledge year after year – are vanishing.

...the total sum imposed on property owners for 2017 in Greece comes to 3.153 billion euros, of which 2.7 billion are owed by individuals and 448 million by legal entities, such as companies, funds, non-profit institutions etc.

The ENFIA tax has been one of the most unpopular taxes imposed in Greece over recent memory, with the previous Samaras government losing much of its popularity over the measure, and with the then leftist SYRIZA party promising to abolishing the tax "in full", when it was in the opposition.

Nevertheless, following the signing of the third memorandum by the current SYRIZA-led leftist-rightist government, the ENFIA tax has been entrenched even more.

Two of Greece's best-known children's charities have been hit with an expensive property tax bill for 2017, with the SOS Children's Villages slapped with a 95,000-euro bill and the "Smile of the Child" organization handed a more than 70,000-euro obligation.

In a press release on Tuesday, the first charity said the annual property tax bill is "unbearable" and equals the cost of the yearly operation of a children's and family support center. SOS Children's Villages also said it receives no state funding for its programs and decried the fact that no provision has been made for tax breaks towards charities and benevolent organizations.

Gov’t back to drawing board on 2018 ENFIA

Next year’s Single Property Tax (ENFIA) is evolving into a major problem for the government, as by May it will have to present Parliament with a bill including the new rates, as well as to decide which owners will bear the brunt of the load for 2018.

The adjustment of “objective values” (the property rates used for tax purposes), which must be completed within the first quarter of 2018, is forcing the government back to the drawing board for the ENFIA, as the agreement with its creditors provides for bringing objective values to market prices. This will lead to an increase in the taxable values in low-income neighborhoods and a decline in expensive areas such as the capital’s Voula, Ekali and Psychico.

Bigger tax bill for owners of large property

A number of court decisions and the exemption of property owners who have suffered damage due to earthquakes resulted in a 340.6-million-euro shortfall in the revenues expected from the Single Property Tax (ENFIA) last year.

In that case the ministry will need to adjust its ENFIA rates, adding to the load imposed on taxpayers. It is likely that owners of properties valued at 200,000 euros and over will have to pay more.

New objective values to soar outside Athens

The process of bringing Greece’s taxable property rates (known as objective values) in line with actual market prices will lead to a considerable hike of between 20 and 40 percent for the vast majority of cities and regions outside the capital, according to proposals being submitted by surveyors.

The rise of the short-term rental market has played a decisive role in the increase of market rates.

Objective values to rise for 60 pct of property zones

The adjusted property rates used for taxation purposes (known as “objective values”) will be increased in 6,070 zones around the country, Deputy Finance Minister Katerina Papanatsiou stated on Thursday. Speaking on Sto Kokkino radio, she added that the state revenues from the Single Property Tax (ENFIA) will remain the same.

Generally, the objective values in the Ionian islands, the northern Aegean and the majority of tourism destinations will see an increase.

Sources say the government is considering keeping the ENFIA charges the same as they are now, and opting instead to shift the extra load to the supplementary property tax. The rates for ENFIA will therefore be lower than last year for all owners and the difference in revenues will be covered by the 500,000 owners with property valued at over 200,000 euros.

Greece’s 7 million property owners will find out next month what the new taxable rates in their area will be, ahead of receiving their Single Property Tax (ENFIA) pay notices in the last few days of August.

Kathimerini understands that, following the adjustment, the losers will be the owners of properties with current zone rates ranging from 750 to 1,500 euros per square meter. In those areas ENFIA will rise between 3.5 and 21.6 percent, and in a handful of cases the increase will amount to 62 percent from last year.

New property tax rates to be introduced over three years

The Finance Ministry is processing a plan for the gradual application of the new "objective values" (property rates used for tax purposes) so as to spread the extra burden on property owners over three years.

This way millions of owners won’t have to pay a massively increased bill for their Single Property Tax (ENFIA) bill this August as the country prepares for its exit from the bailout program, but instead just a third of the additional tax due.

However, the creditors have not yet approved this plan, and that is not going to happen before early June, when they get the final data on the ENFIA test calculation based on the new rates.

Finance Minister Euclid Tskalatos told SYRIZA MPs yesterday that 67 percent of property owners will not face a higher property tax than last year due to the new real estate valuations.

Tsakalotos said that 18 percent of property owners will have a slight real estate tax reduction, but 15 percent, an estimated one million, will suffer a real estate tax hike.

Properties in working class neighbourhoods (where tax valuations were low), tourist areas, and the islands will be those that will be burdened from the tax hikes.

ENFIA hikes for 1 mln owners

The data on the adjusted property rates used for tax purposes (known as “objective values”) that the Finance Ministry released on Tuesday showed that for 946,671 households and 7,126 enterprises, the Single Property Tax (ENFIA) will grow this year by up to 200 euros, or a little more in some cases... in densely populated areas, on Greece’s islands and at tourism destinations in general.

Tax experts warn that besides the ENFIA hikes, thousands of owners, particularly at tourism destinations, should brace for income tax hikes too as the rise in objective values will also raise the total value of their assets on which their income tax is also calculated, known in Greek as “tekmiria.”

Increases of up to 61.54 percent and reductions of up to 37.5 percent delineate the breadth of new objective tax criteria approved by the finance ministry this week - rates on which property taxes will be based for 2018.

Higher rates were approved for several "working class" or middle-class districts in the greater Athens area, such as Keratea, Perama and Drapetsona, as well as on Crete and other islands. At the same time, pricey inner city Athens districts will also witness property rate hikes.

Conversely, many of the more affluent districts of Athens and Thessaloniki will see objective tax criteria fall, given that in previous years such rates were judged to be exorbitantly high.

However, the majority of rates by which the property tax (ENFIA) is calculated remained the same.

One million property owners in for a nasty ENFIA surprise

Around one million property owners are facing a significantly higher ENFIA bill this year, with the hike coming to as much as 100 percent depending on the location and features of a given property, as notifications started going out on Tuesday night.

The plumper bill for this year's Single Property Tax – known widely by its acronym – arises from an adjustment in property rates, which resulted in increases in 3,792 parts of the country, or 37 percent of the whole.

In the majority of cases, the ENFIA hike will range from 3 to 30 percent, but there are a few shockers out there.

For the majority, however, the ENFIA tax will be more or less the same as last year.

ENFIA cuts are not for everyone

The government is planning a further shift of the tax load to medium-sized and large property ownerships as it has promised to ease the burden on less expensive neighborhoods. Yet even the owners in the latter areas will only see small cuts to their Single Property Tax (ENFIA) dues, amounting to no more than 70 euros per annum.

The declared reduction of ENFIA by 30 percent will take place in the next couple of years and will amount to 50 percent for small owners, as Tsipras said.

The ENFIA cuts have been capped at 70 euros per annum, which means that the full discount of 30 percent (up to 70 euros) will apply to owners who pay up to 233 euros per year. Therefore an owner who pays 400 euros would have qualified for a discount of 120 euros (30 percent), but the 70-euro ceiling means the ENFIA cut will only take his/her dues to 330 euros – i.e. a 17.5 percent discount.

The situation is much worse for owners who pay ENFIA in excess of 700 euros per year. The law deprives them of any discount, and due to the expected change of the structure of ENFIA into a Large Property Tax (known since 1997, when it first applied as FMAP), they may well have to pay even more for their assets.

ENFIA shift with polls in mind

The government has planned changes to the Single Property Tax (ENFIA) with an eye to the upcoming election, as the 30 percent reduction announced for 2019 will only concern owners of real estate assets valued at up to 60,000 euros.

The majority of property owners however will either see a smaller reduction to their ENFIA dues or no change at all, as owners of real estate assets adding up to at least 200,000 euros – i.e. medium-sized and large properties – will not enjoy any cuts at all.

According to the plan that was presented to the representatives of the country’s creditors this week, the reductions to ENFIA will be as follows:

ENFIA load to be shouldered again by usual property owners

According to the government’s plans, the bulk of the new, reduced Single Property Tax (ENFIA) will yet again be paid by owners of medium and large real estate assets.

After Prime Minister Alexis Tsipras announced the ENFIA plans at the Thessaloniki International Fair last weekend, it became clear that next year’s 30 percent reduction will only apply to those with properties valued at up to 60,000 euros, while those with assets worth more than 200,000 euros will see no cuts at all. And according to what the government has presented to its creditors, the imbalance will continue into 2020.

The ministry’s plans for 2020 foresee a 50 percent reduction in the ENFIA dues of owners of properties worth up to 60,000 euros – compared to 2018 – and a discount of 40.8 percent for owners of assets worth 60,001-100,000 euros.

The percentage of the cuts is set to drop as the property value rises.

Confusion over ENFIA reduction for properties above 60,000 euros

Parliament may have voted late last month for the average taxpayer to pay 10 percent less in next year’s Single Property Tax (ENFIA), easing the load on small property owners, but the Finance Ministry has still not published the formula according to which the tax is calculated, so no one is able to actually plan how much money they’ll need to put by for it.

The clause that was voted provides that if the total value of an individual’s property assets comes to 60,000 euros, “the ENFIA due is reduced 30 percent, and for every 1,000 euros of value above 60,000 euros the discount is reduced by 0.70 euros, and cannot exceed 100 euros.” Neither professionals in the real estate sector nor accountants understand the clause, particularly how the discount is reduced for properties worth more than 60,000 euros.

Correcting inequalities in property tax

The Finance Ministry is seeking to remedy some serious inequalities in property taxation over the coming months in cooperation with real estate associations, part of another effort to adjust the property rates used for tax purposes and known as “objective values.”

This concerns various asymmetric methods in the calculation of values as well as the Single Property Tax (ENFIA), placing an excessive tax burden on properties (especially older ones) in major cities, while luxurious mansions or plots of land by the sea have very low taxation, benefiting from the fact they have been left out of the objective value calculation system.

A typical example of uneven property taxation is seaside plots in areas of high tourism interest. These properties – despite their increased commercial significance – are treated by the tax authorities as farmland. For instance, at the moment there is an 8,000-square meter plot near Santa Maria beach on the island of Paros, in the Cyclades, for sale for 460,000 euros with a building permit for the construction of houses totaling 400 square meters. The objective value of the plot comes to 134,000 euros, and the annual property tax is just 21 euros.

According to property market professionals, the reason the property taxes of countryside homes are so low is that 90 percent of the properties for sale on the islands are outside town planning, therefore the zone rates (through which ENFIA is calculated) are particularly low. On the other hand, countryside homes in Greece are also the most attractive to foreign buyers.

Poorest section of population has benefited most from ENFIA cut

The weaker financial classes stand to benefit the most from the 2020 budget, having already enjoyed the biggest benefit this year from the Single Property Tax (ENFIA) cuts, Finance Minister Christos Staikouras told a parliamentary committee on Wednesday.

Addressing the Economic Affairs Committee, which is examining next year’s budget, Staikouras said last year’s horizontal cut to ENFIA dues “gave much to many,” but especially the weakest financially, as well as the middle classes.

“The reduction seen by 7.2 million citizens with properties worth up to 500,000 euros accounted for 86 percent of the total tax relief. Those owning properties up to 200,000 euros enjoyed 67 percent of the total reduction. At the same time, 474,000 Greeks with a property worth in excess of 200,000 euros have benefited from the cuts this year, while according to the previous government’s regulation they would have had no benefit at all,” Staikouras said.

New ENFIA cuts seen next May

The amount of additional revenues the government projects it will collect from the inclusion of new areas in the objective values system will determine the size of the new Single Property Tax (ENFIA) reductions planned for 2020.

The Finance Ministry’s plans in this second ENFIA cut in as many years mainly concern small and medium-sized properties, mostly located in areas where objective values – the property rates used for tax purposes – are low compared to market prices.

Luxury homes to get ENFIA hikes

Owners of luxury properties will see their Single Property Tax (ENFIA) bill grow, as the government will introduce criteria related to the quality of construction and this will be one of the parameters that determine the taxable rate of each property, known as the “objective value.”

Therefore, luxury properties will have a higher objective value than simpler constructions of the same age on the same street.

New property tax cut on the way

mplementing its pre-election pledges earlier than originally announced, the government will proceed with a new reduction in the ENFIA property tax in 2020.

Speaking in Parliament on Wednesday, the third and final day of debate to approve next year’s budget, Prime Minister Kyriakos Mitsotakis said that when next year’s budget is voted on, the reduction will be by an average rate of 8 percent, while overall cuts in the two-year period 2019-20 will reach 30 percent.

For example, someone who paid 500 euros for ENFIA in 2018 will pay 350 euros in September 2020 – a 150-euro cut.

Objective values are likely to grow by 20 percent on average

Property surveyors commissioned by the Finance Ministry to recommend new zone rates aimed at matching market prices are expected to submit proposals for a rise in taxable rates – known as objective values – that would be higher by 30-35 percent in Attica and the country's most popular tourism destinations.

In any case, however, it appears that the new rates which will be used for this year’s Single Property Tax (ENFIA), and probably from January 2021 for property transactions as well, will be 20 percent higher on average. Just a few areas are set to see reductions... while major hikes are anticipated in the areas currently outside the system of objective value assessment.

The average growth of objective values by 20 percent – a forecast that also converges with estimates by the country’s creditors who expect the taxable value of Greeks’ property to rise by about 100 billion euros – will split owners into two categories.

The first category will comprise those who will pay less ENFIA.

The second category concerns owners who will pay more ENFIA in 2020 than last year: The general reduction of ENFIA will be offset for them by the increase to their zone rates by over 30 percent.

Landlords set to get ENFIA cut

Tax cut 5-10 pct if paid at once

Among the measures set to apply horizontally is a 5-10 percent discount on the income tax of all individuals and businesses that pay their dues in a lump sum by the deadline for the first installment – whenever that may be.

A similar discount of 5-10 percent on ENFIA is being planned for property owners, again when paid at once before the first tranche’s deadline. ENFIA is calculated about a month after the processing of income tax statements is completed. The first installment is due by end-September, but this year it may be put off to end-October. If the government resorts to this measure too, taxpayers could earn up to 250 million euros. A 25 percent discount is being prepared for landlords if their tenants have been hurt by the crisis and are among those who pay 40 percent less rent.

The calculation of this year’s Single Property Tax (ENFIA) dues, which will be the same as last year’s but paid in six tranches instead of five, will begin in early September. Therefore the first monthly installment will be due by September 30 and the last by February 26, 2021. Property owners will only be able to access their pay notices as of mid-September.

First ENFIA tranche due by end-October

The Finance Ministry is offering property owners the opportunity to pay both their first and second installment of their Single Property Tax (ENFIA) dues for this year at end-October without any penalties.

Minister Christos Staikouras said on Tuesday that in the next few days a legal clause will be submitted in Parliament to facilitate property owners’ payment of obligations. It will allow them to pay the September tranche either on its own by the end of the month or pay both September and October ENFIA installments by October 30.

Any property owners that had no changes to their real estate properties over the last year will pay exactly the same ENFIA as they did in 2019, with the exception of those living on the 26 remote exempted islands. More than 1 million property owners will only pay 50% of the tax or be fully exempt due to meeting certain income criteria.

Which areas face property taxation hikes

Over 7,000 property zone rates have gone up as of January 1 with the application of the new taxable value of properties, known as “objective values.” That pushes up dozens of taxes and charges related to real estate, as well as raising the cost of property transactions.

Several areas of the country were previously not included in the objective values system, such as Zakynthos, Cephalonia, Chios, Samos, Patmos, Karpathos, Ilia, Nafpaktos, Kythira and other areas with significant tourism activity. In those areas the Single Property Tax (ENFIA) used to be calculated based on the lowest zone rate of the same municipality or regional entity. Now each property’s ENFIA is based on its own features – i.e. the real value of each asset – taking dues much higher.

The new zones (new inclusions and extensions of existing ones)... face considerable changes:... Ithaki has seen a 250% leap to €2,100/sq.m.... on Cephalonia by 79% to €1,250/sq.m.

Gov’t frets over ENFIA dues

The process for the calculation of the new Single Property Tax (ENFIA) is about to be completed, and by April 30 the bills will be forwarded online to all property owners. However, the big challenge for the government now is to see the taxes paid in time, given the general conditions.

The ENFIA dues will be reduced this year for about 5 million owners; another 900,000 will pay the same, while some 350,000 will see small or large hikes in comparison with the 2021 dues.

ENFIA statements available online from today, Wednesday, 11/05/22, payment in ten installments by following dates:
  1. 31/05/2022
  2. 30/06/2022
  3. 29/07/2022
  4. 31/08/2022
  5. 30/09/2022
  6. 31/10/2022
  7. 30/11/2022
  8. 30/12/2022
  9. 31/01/2023
10. 28/02/2023

I haven't used this but I understand statements are available (in Greek) from aade.gr Declaration E9 / ENFIA (https://www.aade.gr/polites/akinita/dilosi-e9-enfia). From that page you log-in using your personal Taxisnet password and select year 2022. Probably easier to let your accountant do it unless you're fluent in Greek.

ENFIA smiles for four in five
Millions of property owners will see their dues reduced this year, with only a few facing hikes

The new payment slips for the Single Property Tax (ENFIA), uploaded on the online platform of the Independent Authority for Public Revenue, show reductions that in some cases reach up to 45-50%.

The abolition of the supplementary tax has become obvious for most owners with assets valued at more than 250,000 euros; during the decade-long crisis years it was they who bore the brunt of property tax to help the fiscal adjustment.

Some significant reductions have also been observed for smaller properties, even those whose zone rates posted a significant increase upon the adjustment of the taxable prices known as “objective values.”

However, there are also cases where ENFIA dues have soared this year: This is not only in areas that were not previously included in the objective value system, such as Mykonos, Ikaria, Ithaki and others, but also in the center of Athens, where owners have to pay 50-60% more ENFIA, and in some instances 70% more than last year.

Over 1 million property owners will be exempted from paying property tax (ENFIA) in this year's filinngs, either because of low income and assets or because they live in areas affected by natural catastrophes, according to official data.

An analysis of data from the Independent Authority for Public Revenue (AADE) also shows that compared to 2018, there are 171,703 fewer people that will need to pay ENFIA in 2023.

Window for property declaration amendments

Just before the calculation of the new Single Property Tax (ENFIA), the tax administration calls on property owners to correct errors and omissions that can lead to the reduction of their dues.

These changes should be made by March 31. Until that date, those who in the previous year bought or acquired a property through parental support, donation or inheritance, as well as those who sold or transferred real estate to their children or their grandchildren can change their E9 form.

That does not apply to the 100,000 owners who bought or sold realty after July 2023: For them, the E9 has already been filled in based on myPROPERTY data.

ENFIA payable in 11 tranches this year

The installments for the payment of the Single Property Tax (ENFIA) are increasing with an amendment submitted by the Ministry of National Economy and Finance to Parliament. At the same time, the deadlines for submitting the E9 form of realty declarations for those who want to make corrections are changing, while properties affected by natural disasters are exempted from ENFIA.

Based on the proposed changes, this year’s ENFIA settlement will be payable in 11 monthly installments instead of 10, with the first installment due on April 30 and the last on February 28, 2025.

Due to the increase in installments and the earlier issuance of the ENFIA pay notes, taxpayers who want to correct their data in the property register this year (by adding or removing properties) will have to submit their E9 by March 8, and not by March 31, as was the case until now.

In 2025 the installments for the repayment of ENFIA will rise to 12 according to the amendment.
