The management of fourteen regional airports throughout Greece is set to be sold to private investors in the next two months, according to the Hellenic Republic Asset Development Fund (HRADF) schedule.

The firms will take over the management for a duration of up to 50 years.

By September 30, binding offers from potential investors will be submitted to HRADF.

The first group includes the airports of Thessaloniki, Chania, Corfu, Zakynthos, Kefalonia, Preveza and Kavala.

Seems a little ambiguous!
Does the successful applicant get the freehold or leasehold on this sale?
Either way, there will undoubted be changes to the airport and the services provided.

I have to agree, it is run like a pig in a poke!
There was an article in the Kef press describing the airport as a joke, shedloads of tourists in a long line waiting to get checked in, only one scanner working, rip off prices at the shop. I will give you an example, a packet of sweets, cost 2.40 euro, the same sweets in the uk, 5 packets for a nicker!
It cannot get any worse! so, a change may be for the better, who knows, lets hope so.

I do hope they manage to keep a place for the bird who makes the tanoy announcements with a gob full of moussaka. The look of utter bewilderment on various bods faces followed by a communal wot did she say is always good for a laugh as you sit on the floor waiting for your delay to run its course. Stroll on...

Last July (our 18th visit to Kef) we had our best ever experience at the airport, on arrival and before departure.
The fact that we were on a small 140 seater plane and flying with Germania made a massive difference. Also there were no Monarch, TC or Thomson flights within an hour before or after our flights. Our luggage arrived within 5 minutes of us arriving at the terminal, and both suitcases were together on the carousel ...... the escalator was working too!!!
There was plenty of spare seating in the departure lounge despite us waiting outside in the fresh air until most people had gone through security.

However, I must agree about the rip off prices in the shop. I saw a couple spending over €10 for two small glasses of ouzo and about €10 for two cheese pies. They could have bought a 70 cl bottle of ouzo for less than €10 in the duty free shop.

You should have bought your sweets in the duty free?

No, I live here, so I bring them back from the uk, I like sweets :) The duty free prices are just the same as Kef shops, for cigs and booze (fixed)
Agree about the smaller planes, I use the crop sprayer to Athens, no problems at all, it is a very good experience, Thomson and Thomas cook will ram as many people as possible in departures, and still set off late!

Regarding the bird who makes the tannoy announcements, who taught her English, was it Rene or the policeman? :)

Oh gosh, yes, it *could* get worse! I've used some tourist airports that make Kef airport seem extremely well organised. Without wishing to get political, privatisation doesn't always lead to higher standards or better service, IMO.

Oct 10 (Reuters) - Greece has received three binding bids from foreign and Greek firms to lease 14 of the country's 39 regional airports under the country's asset sales plan, its privatisation agency HRADF said on Friday.

The deadline for bidding for the airports, which handled about 19.2 million tourists last year, expired at 1600 GMT on Friday.

The privatization agency said it would pick the winner by the end of November.

HRADF officials have said that would-be investors were expected to spend between 250 and 300 million euros (126 million US dollar) to upgrade the airports.

According to the Hellenic Republic Asset Development Fund... the tendering of 14 regional airports to the private sector is in the final stage. The contracts call for a total of 250 million euros΄ worth of investments within the first four years. Tenders for both technical and financial aspects - being opened Monday and Tuesday respectively - have been submitted by the consortiums Vinci Airports SAS-Aktor Concessions SA; Fraport AG-Slentel Ltd; Casa (Corporation America SA)-Metka SA.

Technical bids have been submitted for the airports of Thessaloniki, Corfu (Kerkyra), Chania, Cephalonia, Zakynthos, Aktio and Kavala. Tuesday΄s bids include the airports of the islands of Rhodes, Kos, Samos, Mytilini, Mykonos, Santorini and Skiathos.

Contracts will run to 40 years and investments related to upgrading and refurbishing of existing facilities must be completed within 20 months of the start date, while new projects and expansions must be completed in 48 months.

Regional airports will charge 14.50 euros per departing passenger until the upgrade projects are completed (13 euros in airport fee and 1.5 for security). After the works are completed, the ceiling for such a fee will be 20 euros per departing passenger, including the security charge.

The current Fee for Airports΄ Upgrading and Growth (known as "Spatosimo" after the location of the international airport), is currently set at 12 euros per departing passenger.

Er....I'm no economist, so I don't understand the proposed "Spatosimo" arrangement.

As a layman, and as someone who'll be expected to stump up this charge, I'd have thought it more logical, if not more reasonable, to have the higher charge whilst the infrastucture improvements take place (capital costs) then the lower charge once everything was up and running (operating costs)

Yes, I know. It's Greece. ;-)

How about 12€ to 20€ in one step is a bit much, so it goes to 15€ whilst we suffer the disruption of the upgrades and then to 20€ when we see the alleged benefits of said upgrades?

Suspect U4ea's hit the nail on the head. If Kef airport wasn't a bit limited for space I'd suspect the benefits would include more shop units where we could pay outrageous prices for stuff available at less expense locally. As it is benefits could include... pay to park?

Whether the deal to buy airports in popular tourist destinations, including Santorini, Mykonos, Corfu and Cephalonia, among others, will be completed is unclear, according to Fraport’s most recent quarterly report issued earlier this month.

The uncertainty unsurprisingly troubles administrative and operational employees at many of these airports. “We don’t know what will happen, or which of us might be affected, since the details and the specifics have not yet been determined,” said an administration official at the airport of the Ionian island of Cephalonia. “No one has said anything, for the time being.  We’re all uneasy.”  The small airport served 400,000 passengers last year.

Athens sells to German firm rights to operate 14 regional airports

Greece has agreed to sell to a German company the rights to operate 14 regional airports. The deal is the first in a wave of privatizations the government had until recently opposed but needs to make to qualify for bailout loans.

The decision, which was published in the government gazette overnight Monday to Tuesday, would hand over the airports, including several on popular tourist island destinations, to Fraport AG, which runs Frankfurt Airport among others across the world.

The concession, worth 1.23 billion euros ($1.37 billion), is the first privatization decision taken by the government of Prime Minister Alexis Tsipras, who was elected in January on promises to repeal the conditions of Greece's previous two bailouts.

However, for the contracts to be activated there are certain conditions that remain to be fulfilled. These concern the approval of the contracts by the European Commission and their ratification by the Greek Parliament, the issue of a presidential decree confirming the airports’ zoning plans, the delivery of the airports by the Civil Aviation Authority to the preferred bidder, and of a number of letters of guarantee to the state, and the payment of the lump sum payment of 1.23 billion euros. The deal is expected to be finalized by October or November 2016, after the end of the peak tourism season for Greece.

Infrastructure Minister Christos Spirtzis reiterated his disapproval of the deal despite putting his signature on it: ”I continue to disagree with the way the concession of the 14 airports was conducted. However, this is among the commitments the country has made,” he said, adding that he had signed the contract with “much pain.”

Fraport introduces 13 euro charge for tickets at regional airports

German company Fraport, which recently acquired the management of 14 regional airports for 40 years, will introduce a 13-euro charge for all tickets at these airports.

According to the agreement, the charge can be maintained for about 4 years, during which point the German company must carry out investments worth 330 million euros at the 14 airports. After the investments have been completed, the German company can increase this ticket charge up to 18 euros.

Airport charge will go down, not increase, says TAIPED...

Quote
Airport charges per passenger will be reduced at the 14 airports that the Fraport-Sentel consortium is set to undertake this year, as well as all other airports operated by the state, according to state privatization fund TAIPED.

In response to reports of possible charge hikes, the fund said that the average charge at state-operated Greek airports today amounts to 12.70 euros per departing passenger. The maximum airport charge per passenger provided by the concession contract with the consortium amounts to 13 euros per passenger, including the charge for the modernization and development of airports (TEAA). It could rise to 18.50 euros once the airport investments are completed.

At present, passengers on flights heading outside the European Union pay a charge of 22 euros, and those within the EU pay 12 euros each. TAIPED announced this will be immediately reduced to a flat rate of 12 euros for every flight, applying to departures from all Greek airports up until October 2024, before dropping to 3 euros from November 1, 2024.

Meanwhile, the Infrastructure Ministry is yet to transform the Civil Aviation Authority into an independent body, which is a necessary condition for the transfer of the 14 airports to the Fraport-led consortium, which must be completed by the end of the year.

Fraport shares its plans for air terminals

Fraport Greece will implement investments of 400 million euros at the 14 regional airports it has leased in the next four years, the company’s executive director of commercial and business development, George Vilos, told a Greek Tourism Confederation (SETE) conference earlier this week.

Vilos estimated that Fraport will have started procedures for the undertaking of the airports’ management by the end of January. The company has already identified most of the needs of each terminal, either for the upgrading of infrastructure or for their expansion (or both).

Vilos also announced the creation of modern shopping centers within the terminals, rivaling those at airports abroad as well as Athens International Airport.

Fraport Greece plans to invest more than 400 million euros by 2021 for the upgrading and expansion of the facilities in the 14 airports that are expected to come under its management by the end of January.

This was announced by George Vilos... According to him... the passenger fee at the regional airports will be 13 euros, which is the price set by the concession agreements ratified in Greek parliament.

Nowadays the average airport fee at regional airports, which includes a charge for using the airport and a “modernization and development tax” (spatosimo), is some 12,7 euros per departing passenger.

Fraport's executive director clarified that the 13-euro fee will include all charges (including the spatosimo) and remain fixed for a period of four years in which time Fraport will be required to implement investments totalling 330 million euros at the airports it manages.

Once investments are completed, the charge can increase up to 18,5 euros, he added.

Greece's regional airports are turning to SITA's common-use terminal equipment (CUTE) technology to help them increase their passenger processing efficiency.

According to SITA, the implementation will allow airlines to work seamlessly at the Fraport Greece airports by sharing check-in desks, kiosks and boarding areas while accessing their own airline-specific systems.

Alexander Zinell, CEO of Fraport Greece, says: "Our aim is to reposition the 14 airports as modern, competitive gateways that support the growth of the regions and the country’s tourism industry overall. Regional Greek Airport Hand-over to Fraport Stalls

The transfer of management of 14 Greek airports to German transport company Fraport has been delayed with a potential due date set for mid-March, according to the latest media reports.

According to capital.gr news site, both parties — Fraport and the Greek government — have agreed to defer the takeover date due to incomplete implementation of technical requirements which are set to ensure a smooth procedure.

According to the 1.2 billion euro concession deal, the 14 regional airports were expected to come under Fraport’s management by the end of this month.

The German operator, which already employs 400 people in Greece, has said it plans to invest over 400 million euros by 2021 for the upgrade and expansion of the facilities at the 14 airports. First on the company’s agenda is the Macedonia Airport in Thessaloniki, which it aims to transform into the company’s flagship.

Fraport secures bank financing for the 14 airports

Fraport Greece has reached an agreement with four international credit institutions and a local bank for the financing of the privatization project by the German-led consortium concerning 14 regional airports around Greece, according to banking sources.

The funding will go toward both the one-off down payment (the “acquisition facility”) and an amount set aside for investments in infrastructure (the “capital expenditure facility”), according to banking sources from abroad. At the same time, significant issues that are the responsibility of the state remain unresolved – such as the staffing of the airports’ medical offices with doctors and nurses – that might cause problems to the March 15 transfer deadline.

That's an average of over 38 fire fighters at each airport. A tad excessive perhaps?

3 shifts? at Kef airport?

Like most of the island airports, the flights are scheduled over a couple of busy periods a day, probably 4 - 6 hrs in total - and that's only during holiday season. The rest of the year that would be 1 - 2 hrs

According to local sources it's going to get a "new terminal" and a revamped existing terminal - sounds a bit of a contradiction, we'll see.  Artists impression below, looks like a revamp of the existing terminal... though maybe not before this Easter.

So far as travellers are concerned, plans to increase the number of gates from three to six and check-in desks from seven to twelve.

No mention (as yet) of the improved shopping experience.

Fraport Greece’s Development Plan for the New Era at the Greek Regional Airports

Immediate actions that will be implemented at the airports as soon as Fraport Greece takes over operations before the launch of the summer season include:
- General clean-up
- Improving lighting, marking of airside areas
- Upgrading sanitary facilities
- Enhancing services and offering new free Internet connection (WiFi)
- Implementing works to improve fire safety in all the areas of the airports

Fraport Greece’s major development works to be implemented during the first four years of the concession period include building five new passenger terminals – at the airports in Thessaloniki, Kerkira (Corfu), Kefalonia, Kos, and Mytilene (Lesvos) – and modifications at other airports.

Refurbishment projects at the 14 airports will be implemented for: all 15 runways, the existing terminals (200,000 m2 in total), sanitary facilities (10,000 m2 in total), 14 fire stations, airport apron areas, and 100 diesel generators. . Baggage screening systems featuring the latest technology (inline system) will be installed at all of the airports.

Kefalonia Airport (EFL)

• New terminal
• HBS (Hold Baggage Screening Systems) inline screening
• Relocating the waste water treatment plant
• Reorganizing the airport apron area
• Refurbishing airside pavement
• 71 percent increase in the number of check-in counters (from 7 to 12)
• 100 percent increase in the number of departure gates (from 3 to 6)
• Doubling the number of security-check lanes (from 2 to 4)

I don't see how a new terminal could be built where the existing one is, because airport operations need to continue. I always suspected that the old one would be revamped and a new terminal would be built separately. Maybe that is what the wording suggests.

Good points !! :btu:

We have seen them all staffed on very rare occasions, e.g. when their have been 4 flights due to check in as a result of delays.

What would be nice would be if when you checked your bags they could just whisk them away withouit us having to lug them through the other queues to the single baggage scanner.

One of the car hire parking areas opposite is now public parking. Much more offsite parking for hire cars with new bitsrghet of land all the time. Allegedly they will bring a car down just when the hirer is about to land. Difficult to enforce plus when the hirer returns it......Also need to target the Brits who leave their cars there for 2-3 weeks whilst they return "home"..........

In the first four years of its 40-year contract with the Greek state, Fraport Greece is planning to invest a sum of 400 million euros in the 14 regional airports it will take control of next month, according to the investment plan it released on Wednesday. ‘Spatosimo’ Air Passenger Fee Now €12 for All Greek Airports

To date, the fee passengers had to pay — known as the “modernization and development airport tax” (widely referred to as spatosimo in Greek) — depended on their final destination. It was 12 euros for passengers traveling from Greece to airports in Schengen countries and would reach 22 euros for passengers travelling to countries outside Schengen.

According to the amendment, the new fee will be imposed once the 14 Greek regional airports begin operating under new management and will remain until November 1, 2024. The fee will then drop to a flat rate of three euros per passenger for departure from all airports in Greece.

Moreover, the spatosimo will now be charged on children passengers over two years old. Until today the fee was imposed on children over five years of age.

Fraport is in for a hard landing at 14 airports

Greek aviation industry professionals are concerned about nasty surprises during the delivery of 14 regional airports conceded to the Fraport consortium this month.

The main cause for concern is reportedly the behavior of a number of employees, who are said to be refusing to familiarize incoming Fraport staff with the infrastructure and the engineering and electronic facilities. This is increasing the risk that certain problems may arise in areas such as the supply of power and light, in passenger service systems and so on, aviation sources warn.

Hellenic Duty Free Shops (HDFS) has revealed it is motivated by plans to modernise its other stores in the country after showcasing its Schengen duty-free store and store boutiques at Athens International airport late last month.

HDFS signed an agreement with Fraport Greece for a 30-year contract in March, covering 14 Greek airports including... Kefalonia.

Hellenic Duty Free Shops CEO George Velentzas told DFNIonline the agreement will allow the retailer to “design spacious, stylish and wide product-variety stores”, as it was not satisfied it was able to provide to the airports due to space constraints.

“To many of the 14 airports the situation up to today is unacceptable. You cannot actually set up a decent store in 40-50sq m of commercial space, as in locations like Mykonos and Santorini airports. This will offer us an opportunity for development.”

Fraport Greece Airports Boost Parent Company Profits

Fraport Greece has boosted German operator Fraport’s turnover by approximately 181.4 million euros since April, when it took over 14 regional airports, the company said on Thursday.

Of the 14 regional airports, Mykonos recorded the largest increase in traffic in the nine-month period at 19.3 percent, followed by Kos (18.5 percent). Zakynthos (16.4 percent), Samos (14.7 percent), Kefalonia (13.7 percent), Thessaloniki (13.3 percent), Kavala (12.2 percent) and Santorini (12 percent).

Fraport Greece has launched the development works at Kefalonia "Anna Pollatou" airport

Major works on the runway’s pavement, the ATC Tower and the airport’s main building are in progress. Project expected to be completed in the summer of 2019, with the construction of the new Terminal.

21.11.2017

Following Mykonos airport, Fraport Greece has started the implementation of major works for the development and upgrade of the Kefalonia airport.

The works that have already started include: a) the repair of the ATC tower, b) repairs on the existing main building (waterproofing, walls, foundation etc.), c) the replacement of the Flight Information Display Screens (FIDS units), d) cleaning of the airside main drainage ditches, e) major runway pavement upgrade works.

As the edges of the runway have exceeded their life cycle and the center of the runway has smoothness and friction problems, Fraport Greece is proceeding with the replacement of both the runway and the airport apron with new high resistance asphalt layers. Moreover, the new apron and runway markings would comply to the new European Aviation Safety Agency (EASA) certification requirements.

Taking into consideration the needs of the runway’s upgrading works, Kefalonia airport will operate with limited runway functional length until the 20th December 2017. The airport’s operation will not be interrupted as the part of the runway that remains functional, has the capacity to serve all the expected types of airplanes.

The project is expected to be completed until the summer of 2019 and includes:

Demolition of the existing terminal and construction of a new one of 10.652 m2
The construction of a new Airport Rescue Firefighting Station (ARFF)
The installation of an automatic security check system for inspection of passenger luggage
      (HBS inline screening system)
A new Wastewater Treatment Plant and relocation of the water and sanitation system
    Landscaping

Regarding the increase of airport’s capacity, the check-in counters will be increased by 71% (12 instead of 7 existing today), while the airport’s gates double (6 instead of 3 today). The security and control spots will reach 4 from 2 today.

Additional check-in desks, and a doubling of security check points, is a long overdue upgrade.
But no specific mention of addressing the squeezing of a quart into a pint pot, that is the current departure lounge experience.

Hopefully, the new terminal building mentioned will address this issue. Time will tell.
With a projected "Summer 2019" end to the upgrades it's fingers crossed time for 2018 travel

the squeezing of a quart into a pint pot

I think that's the problem. Maybe the first floor will be more utilised for travellers? But no runway extension and, presumably, still a maximum of three 'planes on the apron. As you say, fingers crossed for users in summer 2018.

It's an extraordinary amount of work, more or less a complete re-build of the airport.  It includes:

Demolition of the existing terminal and construction of a new one of 10.652 m2

which means the departure area could be a lot bigger.

Summer 2018 will be pretty difficult.

Fraport Greece invests in fire safety

Fraport Greece has procured 10 new fire trucks of a total value of 4 million euros, custom- built for aircraft rescue and firefighting (ARFF) purposes. This investment significantly improves fire safety at the regional airports operated by the company since April 2017.

The purchase is taking place within the context of the general overhaul and complete modernisation of the 14 regional airports by Fraport Greece.

The first three Rescue and Firefighting Vehicles have already been shipped to our airports in Thessaloniki, Kefalonia and Rhodes.

Furthermore, Fraport Greece also undertook the cost for the initial training of the firefighting personnel, as well as the replacement cost of personal protective equipment amounting to approximately 800,000 euros.

And Ryanair aren't happy...

Ryanair unhappy with expected rate hikes at 14 Fraport-managed airports around Greece

Ryanair's displeasure with looming rate hikes at 14 regional airports managed by a Fraport-led consortium came this week from official lips, with the low-cost airliner's chief commercial officer, David O’Brien, complaining that the hikes impede growth in Greece's air travel sector, especially during off-season months.

Higher rates at the 14 regional airports around Greece are reportedly expected as of April 1, 2018.

Among others, O’Brien claimed that a 90-euro fee charged for the presence of a fire engine during a plane's refueling, and when the boarding of passengers is taking place simultaneously, does not exist anywhere else except Greece.

Low-cost carriers, he said, regularly board passengers when refueling.

Changing the face of regional airports

Although the main construction work is set to begin after September in order to avoid creating problems for passengers during the summer season, the aim is to have seven of the 14 airports ready next year. The head of Fraport Greece and of parent company Fraport AG, Stefan Schulte, recently said that the timetable provides for the airports of Zakynthos, Kavala and Hania to be ready before the summer of 2019, while those of Argostoli on Cephalonia, of Aktio, of Samos and of Skiathos after the summer of 2019.

The company’s four-year plan also provides for the creation of five new terminals in Thessaloniki, Kos, Corfu, Cephalonia and Mytilini, as well as much-needed development and upgrading projects for all the airports. These include increasing the number of check-in booths, screening and security points and luggage conveyor belts, while extensive upgrades will also be made in regard to airport safety, such renewing the tarmac on landing strips, installing HBS inline screening systems for luggage monitoring and constructing or renovating fire stations.

In total, the surface of the terminals in all 14 airports will expand by about 100,000 square meters, thereby considerably strengthening their capacity.

Fraport Greece took over the airports on April 11, 2017, and has activated an investment program of 415 million euros. The first step was taken late last year with work at the airports of Myconos and Cephalonia...

Cephalonia airport is also receiving upgrades, as Fraport is repairing its air-traffic control tower and the central terminal building of the Ionian island. Among the other interventions currently being implemented at the Anna Pollatou Airport in Argostoli is the cleaning of the main trench drains in the restricted-access area, as well as upgrading of the main runway, whose lifespan has also expired.

According the timetable of Fraport Greece... all of the work being planned will have been completed by 2021.

Regional airports set for takeoff

The 14 regional airports across Greece that the German-led Fraport Greece group operates are showing significant prospects for their commercial development, such as the opening of more stores and food service points, given that the rise in passenger numbers and improvement of services at the terminals is convincing more companies to invest in them.

A case in point is the recent agreement with US fast-food chain Burger King, which launched its first outlet in Greece at Rhodes Airport three months ago.
