In plain English, it means: you must install Security Bulletin MS15-025 before Security Advisory KB3033929.
Apparently, if you let Windows orchestrate your updates, you should be OK, because Windows will do them in the right order.
But if you have your own approval process for updates, it's possible to apply them the wrong way around.

Panda antivirus labels itself as malware, then borks EVERYTHING
Panda users had a bad hair day on Wednesday, after the Spanish security software firm released an update that classified components of its own technology as malign.
As a result, enterprise PCs running the antivirus software tied themselves in something of a knot, leaving some systems either unstable or unable to access the internet.
An official advisory on the problem says that the issue was limited to Panda Cloud Office Protection, Retail 2015 products and Panda Free AV. Users are strongly advised not to restart their computer until a fix is available.

The world's first successful penis transplant has been reported by a surgical team in South Africa.
The 21-year-old recipient, whose identify is being protected, lost his penis in a botched circumcision.
Doctors in Cape Town said the operation was a success and the patient was happy and healthy.
The man was 18 and already sexually active when he had the circumcision.
The procedure is part of the transition from boyhood to adulthood in parts of South Africa.
The boy was left with just 1cm of his original penis.
Doctors say South Africa has some of the greatest need for penis transplants anywhere in the world.

Around half of the newly elected MPs in Parliament have chosen not to have an official car, paid for out of public coffers.
Parliament Speaker Zoe Constantopoulou confirmed Friday that a total of 67 out of 135 new lawmakers will not be provided with an official vehicle.
Of the car-less deputies, 47 are from governing SYRIZA.
The data were published after reports gave inaccurate figures, Constantopoulou said.
