Unconfirmed but heard the government is looking at changes to the road tax w.e.f. 01/01/15, possibilities include allowing vehicles to be taxed for certain months only (decided by the owner, handy for part-time residents); based upon car value; based upon mileage; based on emissions (similar to present but with some changes).
