Not wishing to diminish the subject, or the message, but the use of a comma (,) for the decimal point strongly suggests that poster is not a British production.

Why would a Eurosceptic use a symbol for the decimal point that is peculiarly European?

Yup.  A combination of desperate and depression.  Unfortunately describes the situation rather well.  Perhaps you could work out the Greek equivalent for us?!  ;)
