A quake of 8.2 magnitude has struck off northern Chile, triggering a tsunami alert and killing at least five people.

The US Geological Survey said the quake struck at 20:46 local time (23:46 GMT) about 86km (52 miles) north-west of the mining area of Iquique and was at a very shallow depth.

Waves of up to 2.1m (6ft) have hit some areas in Chile, and there have been power cuts, fires and landslides.

Tens of thousands of people were evacuated in affected areas.

Fighting the system used to be dangerous anywhere in Eastern Europe. For one protester from a small Romanian village it was disastrous - and also for his family, whose every word was recorded by the secret police. Carmen Bugan, who found the transcript of her childhood, tells their story.

A group of volunteers is painstakingly piecing together shredded documents in the hope of uncovering corruption under the leadership of Ukraine's ousted president, Victor Yanukovych.

Over tea in their kitchen, the Pynchuks admit corruption is not confined to the super-rich. It is endemic at every level of society. Bribes are required for everything from getting a child into school, to applying for a passport to visiting the doctor. Dmytro and Lilia have had to pay many backhanders but they want that to stop.

Lilia is also troubled by the lack of accountability of those in positions of power.

She tells me about her friend who died after a botched caesarean section in 2012. Once the baby girl had been delivered, the obstetrician said he was tired and left without stitching up the incision.

"Basically she bled to death - she was left on her own and nobody in that maternity hospital came to help her until it was too late."
