Body of a 62 y-o man recovered from the sea at Skala / Poros - reports vary but probably Skala.

Difficult to know for sure if there was one death or two, above death seems to have occurred Sunday afternoon, also heard reports that the body of a 76 y-o foreign national was recovered from the sea at Mounda yesterday morning.

'scuse my ignorance, but what does "foreign national" mean?
A Greek who lives abroad?  Someone from abroad who now lives in Greece? or some other status?
