Pretty stupid. Turns out he had the rubbish in the "wrong bag", one for commercial waste, although he did not have a licence for commercial waste. If he had it in a Lidl bag - no problemo. He should really appeal an administrative fine, but would run the risk of it being increased. He wasn't actually trying to dispose of his "commercial waste".  No explanation of why he had a commercial waste bag in his van, though.
