Brilliant! The ECB won't let Greece do Quantitative Easing which is "virtual" printing of money, so they do the real thing instead. A sneaky if irresposible way of raising liquidity.

The article seemed very interesting but a bit too technical for me a lot of the time.  I took it as not meaning an increase in liquidity but rather converting it into real paper dosh to avoid likely capital controls:
